If you're getting some static on your line, the first thing I would check would be another phone (especially if you have a cordless set). If you're receiving interference from anything else on the same spectrum and range (such as routers, microwaves or anything else at 2.4GHz), the result can be static.
If you're still getting static on your lines, then take a look at these two documents which will help with resetting the phone modem and directly connecting a phone to it, in case a reset doesn't work:
