I Can fail out but people dialing in get a fax tend when I pick up
Try plugging a single phone into the telephone modem, instead of the house wiring, see if that fixes it, if it does, you may have a fax machine (or equivlant) connected, or recently activated you are not aware of? New printer? Computer? or an actual fax machine?
A bit odd that you're not able to receive calls, but just to clear out the obvious do you have a fax machine at all? If you do, have you tried removing it from the phone jack and testing again to see if you can receive calls? Really the only reason anyone would hear such a sound when trying to call would be a device on the receiving end such as a modem or a fax machine.
If you don't have a fax machine or anything else connected to a phone jack which might cause that, try disconnecting all of your phones except for one (preferably a simple corded phone if you have one). If that still results in callers hearing that noise, you can try to connect a phone directly to the phone modem. We have some more information on this here.

Ah okay. Then to narrow down what's going on I'd recommend that you do try connecting a single phone directly to the back of the phone modem using this guide for more information on that. This would eliminate your house wiring as a possible problem.
If that doesn't work and incoming callers are still hearing that tone, then you can try resetting your phone modem using the steps we have in this guide.
I Did the reset , and I still can dial out but incoming callers still get hi pitch squeal

I've given you a couple of test calls and what's happening is that the call is routed to your phone modem correctly, but after one ring a device is picking up and attempting to make a data connection. The line shows in use and off the hook when it connects, then after the call disconnects, whatever is prompting that data connection keeps the line in use for a minute or so.
So I'm willing to bet that if you connect a phone directly to the back of the phone modem in the TEL1 (sometimes called TEL1/2) port, you should be able to receive calls properly. Can you plug a phone directly into the back so I can give you another test call?
