Is shaw having issues with phone lines?
Have you tried any troubleshooting? I'd recommend taking a look at our How to fix no dial tone on all phones issue document and going through the steps there. I'm not aware of any phone outages; especially any that have been going on for multiple days.

I am not sure if my phone is digital, does that matter?--the box that the line is connected to is blinking(green), there is exposed wires coming out of the box.
The phone itself doesn't matter. You'll just be interested in the phone modem. It should look like this or this and you can try the steps in the document I listed above on it.
By exposed wires I assume you mean coaxial cable without it's sheathing? Or do you just mean you can see the coaxial cable itself?
