I constantly receive harassing POP UP dialog boxes advising that I must use PC CLEANER.
Has anyone else experienced this? If so, how did you solve the problem?

It's called Malware/Adware. (Malicious software) Try something like Malwarebytes or Spybot Search and Destroy, both free to use. (Though limited being free. No real-time capabilities with Malwarebytes for example.)
Or you could use Shaw Secure.
I'd try one of the first 2 though. You can run, and stop them whenever needed. Shaw Secure is a little bit more entrenched into your system. Installing and running Shaw Secure will (should) help prevent it from happening again however.
As gamerguy wrote, Shaw Secure would work to make sure that your computer wouldn't become infected again. But if you already have a virus, the virus would block Shaw Secure from fully installing.
Do you already have Shaw Secure or another antivirus program installed? Have you tried running a virus scan yet?
Thx.. Using MS Security Essentials. Will use Shaw Secure asap. We did run a virus scan and it was undetected, but we used malwarebytes and detected 1 object: PUM.Hijack.StartMenu

I used another computer, downloaded MalwareBytes on that computer, used a flash-drive, and used that flash drive to install it
May have done it in Safe-Mode, don't remember completely

I had this one couple days ago, infected my machine, came from a banner ad with a Java exploit, for me anyways,
Downloaded Malwarebytes on a seperate computer, installed, did the update and a quick-scan, rebooted my computer and my system was clean again
