Running website from home PC

I currently have the shaw 250 Mbps residential package and I run a personal website from Ipage but am looking at running this from a extra personal computer I have.

I am aware of the risks of running a site myself compared to a host.

From the reading I been doing I think I need a static IP which shaw offers in buisiness package. If I go this route the 250Mbps package is alot more than than residential package with very little difference.

If required to get static ip can you purchase the static IP standalone. I see in business package they charge about 10.00 for each additional

The biggest question is

does shaw block port 80?

if not block port 80 does running a personal website go against shaw TOS?
