My phone says the line is in use. I cannot dial out.
If you look for lights on your phone termnal, there should be four solid green lights. TEL1 should also be solid if phones aren't in use, flashing if in use or if there is a wiring issue. No lights means that the power cord might have come loose.

Telephone 1 is flashing. So, is that a problem with my phone? I have doublechecked all connections and everything seems to be in order. Does this mean I need a new phone?
First make sure that all phones are on the hook. I've seen cases where pushing the OFF button on all phones can restore dial tone.
If it's a wiring issue with a phone jack, plugging your phone directly to the phone terminal's TEL1 port should get the dial tone back. We have another doc on how to do that at How to connect a phone directly to your Digital Phone Terminal.
I get a dial tone when I plug directly into the modem. I still do not get a dial tone when plugged into either of my two house connections.
By putting the phone into TEL1, you bypassed the house wiring so the phone jacks aren't getting a signal. We would need to book a service call for you to have a technician look at the wiring and get the jacks working again. I'll send you a private message and we'll get that booked for you.
