How did you go about resetting it? There a couple methods.
I'd suggest the pin hole reset first: Performing a DPT Pin-hole Reset
If that doesn't help, please try a full power cycle. To do that - Unplug the power and coax cables from the back of the phone modem, then remove the battery. Confirm that all the lights are off on the front of it, and then put it back together.
Lastly, if neither of those solutions work, we should try plugging a phone directly to the phone modem. This will help narrow the problem down. How To Connect a Phone Directly to Your Digital Phone Terminal

phone has constant busy signal....all lites solid, rest has been done ,power outlet is working....what do i doÉ

Wait a sec.....are we talking about the SMC...or the black box attached to the walll near my phone.
Not the SMC, that's an Internet modem. Likely the one near your phone.. it will say ARRIS on it.

It is a large black box Permanently attached to the wall by screws, near the baseboards.......this will take a while as i have to move furniture to get to it and get on my hands and knees...with a flash lite to see the back.

okay....it works now.....disconnecting everything ,restting ,reconnecting....worked...thank-you....i wasnèt even looking at the right box LOL .
just as a future reference, when you just get a busy signal that means the phone is off the hook. Base stations that are wireless can cause this from time to time. Rather than unplugging the modem which in this case was online and fine, just unplug the power to your base station for your cordless phones. That will solve the problem
if you hear dead space when you call, that means likely the modem is not online and may need a reset.
