My computer keeps freezing by not responding to the internet. The has been happening constantly in the past few days. Is it the operating system or is Shaw working in different areas of the city in Vancouver.

If you mean literally that your Internet browser says "Not Responding" or that your computer is freezing then that is a software issue on your side. Signal problems that affect the Internet service in an area, or in a single home, would not result in programs on your computer freezing up, but just the inability to get online.
A couple things to try in order to fix the issue you're experiencing:
-Reset your Internet browser settings and clear history/cache. Instructions to do that here: Internet Browser Support
-Try a different browser. Internet Explorer is the most commonly used program on Windows, and then Safari on a Mac, but there are other options out there which many people favor and find to be faster and/or more reliable. Google Chrome is excellent, and so is Mozilla Firefox.
