Dropping pings and packets... is there an issue with an upstream shaw router?

Yesterday, I was in an online training session and got disconnected during our lunch break.  Looking at continuous pings to common places like www.google.ca was showing a 40% packet loss. This magically resolved itself before my lunch break was over.

 

It is now happening again!!!
