what is the cost for an additional PVR

There are a few options for getting a PVR, so the cost may vary. Basically it's $348 to buy outright, $10/mo for 36 months on Easy Own (financing) or $15/mo to rent.
Recently we introduced yet another option which is in the way of Service Agreements. This would mean signing a 2-year contract with one of our new bundles, and having a PVR included. I should note that the bundle pricing listed on the page I just linked to includes a Gateway system which is actually a $10/mo addition with a Service Agreement. So, if you were to get a regular PVR instead of a Gateway, those prices would be $10/mo less. For example $99.90/mo (promo price) for the Large bundle.

Gateway Portal? Or stand-alone PVR?

What is the difference ? I have a PVR installed on one .unit I would like to install PVR on a second t.v..
Gateway is the multi-room PVR system (same PVR lists in each room) made by Arris
The stand alone PVRs are made by Motorola and Pace
You can't use a Portal, unless you already have one (or want to buy/rent) the Gateway unit too
Don't forget the 'used' option. PVRs can be purchased at a considerable discount from kijiji or craigslist but they do come with several cautions like 'call Shaw and check the serial number' before you purchase.
There is no additional monthly charge for cable service to the PVR in your home.
