The first step is to take a look at your phone terminal. Are there any lights on the terminal? If no, check that the power cord is secure.
If there is, do you have four solid green lights? If there are, you have a signal and it might be a wiring issue to the phone jacks. If no, reconnect the coaxial cable from terminal to wall outlet. If yes, pull the power cord and the battery to reset it.

Now I've done all that. There is still a dial tone until I try to phone any number and it gives me a busy signal.
Thanks for the update. To be sure, you've tried connecting a phone directly to the phone terminal and it still goes busy when you dial a number? If that's the case, we can rule out your house wiring as a cause and I'd like to take a closer look on our end so we can fix this.
