Why won't Shaw use the hard wired internet connections in all the rooms

Hello, I'm trying to find out what is going on here. Where I currently live, there is Shaw services. All of the modems and such are located in the utility room. From there (when the house was built) there was wires ran to every room with wall plugs for internet connections. It works fine and has since day one. My grandfather moved into a new condo and they drilled holes through his wall and stapled wires to his baseboards to run a modem to his den for his internet. There is hard wired wall plugs in the exact same fashion as where I currently live. I asked the Shaw Technician today that came to troubleshoot an issue and he said " We don't use CAT5 cables" I have the exact same set up where I live and I plug into any room and I have internet that is set up in the utility room, but that couldn't be done at my grandfathers because they don't use this connection. Can anyone shed some light on this situation? Why does it work at one house but not another? Thanks
