Outgoing email problem

A colleague of mine was having a problem setting up email for a client.  The email is hosted with "domainatcost.ca" and the settings are here: http://kb.domainsatcost.ca/knowledgebase/articles/124309-what-are-my-pop-email-settings-

 

They were unable to connect to the outgoing server.  Is there any chance that Shaw would be blocking this for some reason?  We just want to rule Shaw out as a possible contributing factor.
