Good Question, but it is obvious that the answer is...NO, Shaw Go Wifi is now work via the Internet of Shaw Business' client. That means: if you are in residence zones, highways or even parks, it's hard for you to get a "signal" from Shaw Go wifi unless there's at least one store near you using Shaw's Business Internet.
No, enough of the population? Maybe, but it won't be cellular coverage.
One could use a voice-over-internet application to use when you have signal, I think their idea is enough of them, and proper hand-offs, that you could walk/drive around a city and not have your call drop.
Outside a population center, no, not going to happen.
