Is it possible to buy a new TV with a built in Digital converter so I can access the channels above 13?
No. You will need a digital conversion box from Shaw to get all the channel options they offer. (It's a form of control, in Shaw's favour.) The old analog signals are being phased out and the (digital) signal from Shaw needs a box to decrypt it for your viewing pleasure.
In order to view channels you subscribe to with Shaw you would need to connect a Shaw supported Digital Terminal. Your neighborhood electronics store may offer equipment capable of converting the free local channels. However it will not be able to covert the signal coming from our network.

If you can only get channels 2-13, check the Antenna/Cable setting on your TV... The basic channels (that aren't being converted to digital only) should still be there
