So my internet connection went down a while ago, as it often does.
Rebooting the modem didn't solve the issue, and neither did a hard power-cycle (at least at first).
The problem did resolve after this after a time, but I decided to run some tests to figure out where the abnormally-long access times were coming from.
From those trace-routes, I noticed something very interesting.
For some reason, all of my traces turn up '18.104.22.168' before it gets to the local Shaw server (my private server, Google DNS, OpenDNS)
WHOIS information indicates this IP address is registered to the US DoD.
Tracing this address reveals that this is a direct connection.
Any ideas why?
