I cannot get to http://www.pogo.com or https://cra-arc.gc.ca when I'm connected via Shaw on Vancouver Island.
I can get to them via my Bell cellphone.

I'm having the similar problems. It started at 10am roughly while I was on wikipedia, which no longer loads. The cra site above also does not load for me, but pogo does. Over the phone they are all fine.
Any idea when this might be resolved? Not being able to get onto http://www.servicecanada.gc.ca/eng/home.shtmlservicecanada.gc.ca and cra-arc.gc.ca is a MAJOR issue.
Not being able to get onto wikipedia.org, bbc.co.uk, pogo.com, and tetrisfriends.com is a minor inconvenience.
Yup, same thing here. Cannot get to new.bbc.co.uk and wikipedia.org also our client's site.
Our client can't get to these three test sites either. We both can get to them when we use Telus cell phone browsers to test.
Pings work (ICMP send and reply) as do telnet to these websites on port 80 tests (open connection only) but replies do not come back from the TCP port 80 connections.
Exactly the same problems here. I'm on Salt Spring Island (BC) with a business account - not mine, the landlord's.
On a Windows XP SP2 PC and tested all the below on two separate Macs on the same wireless LAN (which has been rebooted to test, but the cable modem has not been power cycled), same problems. Since just after 10:00a today (2013/10/02) various sites are now inaccessible. They respond to PING but not to either IE8 or Firefox 3.6.28. LANGuard also shows correct diagnostic responses for these sites on Port 80 but no web responses in browsers.
Have performed multiple reboots of PC, flushed system DNS cache, wiped all temporary internet files. Nothing works except a proxy.
mail.yahoo.ca: Yahoo Mail Canada
(POP3/SMTP using Outlook Express - NOT webmail)
Details: POP3: Port 995 (SSL) / SMTP Port 465 (SSL): No Response from Server
Also verified that pogo.com works but https://cra-arc.gc.ca does not work. The cra-arc.gc.ca site is a MAJOR ISSUE: It's the entire Canada Revenue Agency website that I use to check and manage my TAXES including the GST credit.
All sites work via Proxy: 184.108.40.206 Port 3128. For those that need access to the many inaccessible sites: use this proxy or another one.
I called Shaw business tech support late this afternoon and was told the problem would likely be fixed by 'this evening'. It's now 7:42p and no fix for any sites. Shaw's DNS is OK but the routing is screwed.
Just tested (2013/10/02) @ 8:24p: all sites I listed above are still not working plus one more I just checked:
www.crosbys.com [the maker of my blackstrap molasses]
Works but very slowly through the proxy I listed above: 220.127.116.11 Port 3128.
Was working fine yesterday and every day before that.
These problems might be related to the US Government shutdown. Routes through USGov servers may be dead.
Web downloads from Crosby's are working but not the website!
