On the old billing system; therefore cannot get a new wifi modem from Shaw

I have been told that the only way i can get a new modem from Shaw (with built in wifi) is if I switch to their new billing system and pay an extra $20 per month.  Apparently Shaw updates their billing system continuously, so if you signed up with any deals and you want to make a change like I did, you would have to lose your deal and pay their current full prices.  I tried to upgrade my internet from 10 to 25; however, they told me it would cost me another $25 per month to do this, even though the price difference between the 2 is $5.  Also, is there any reason Shaw cannot give out their new modems to existing clients without them paying more...after all, shouldn't existing customers be considered the loyal customers?  I have been with Shaw for 7 years now.  Has anyone else come across this?
