Network disabled Poor connection Samsung Galaxy ACE II

I have Shaw Wifi at home.

I was able to connect my Iphone3, an Apple laptop and a Acer Desktop to the network.  My IPhone went on the fritz [technical term for died] and I replaced it with a Samsung Galaxy ACE II.

I can continue to connect my Apple and Desktop to the Shaw at home connection.

When I try to connect my Samsung Galaxy to the Shaw Wifi I get

Status

Obtaining IP address

Signal Strength

Strong

Security

WEP

I then get a message "Network disabled. Poor connection"  It shows an exclamation mark flashing between the device and what appears to be a 'satellite'.

I am able to connect my Samsung Galaxy to other Wireless networks - ShawOpen, Starbucks etc.  So I know the phone will connect to the web.

My cellular provider is Rogers.

Who is the owner of this problem.

Which provider should I change or should I change them both?
